Commercial Vehicle Safety Alliance Set June 5-7 For Roadcheck 2012

The Commercial Vehicle Safety Alliance has Ste June 5-7 for its nationwide Roadcheck 2012, conducting truck and bus inspections at  more than 1,500 locations from June 5-7 across North America for the annual “Roadcheck” inspections on commercial vehicles. During the 72-hour event, inspectors will conduct comprehensive North American Standard Level I Inspections.

The National Average Diesel Fuel Price Drops Again

This week's national average price of diesel fuel decreased as did the prices in all regions as well. The current national average for a gallon of diesel is $3.956, a decrease of $0.048 from last week. By comparison, the national average price for a gallon of gasoline, which decreased as well, is $3.714, a decrease of $0.040.   

Bloomberg Energy reports that as of Monday, May 21, the spot price for a barrel of West Texas Intermediate oil is $91.80 which is $2.51 lower than last week's  price. In order to see the fuel prices by regions, click here.

Trucking Regulations: FMCSA Cancels Mandatory EOBR Rule

With two weeks left before the rule was scheduled to go into effect, the FMCSA rescinded its order for electronic onboard recorders (EOBRs) that include the capability to log drivers' Hours of Service automatically. Under the rule established in April 2010, EOBRs would have become mandatory for carriers with a history of Hours of Service violations, beginning June 1. The issue is covered in a number of trade magazines this week, including an editorial in Transport Topics with the catchy title "Why an EOBR Mandate is a Bad Idea," as well as news articles in Fleet Owner and Land Line. The latter, a publication intended for owner-operators and small fleets, added a historical timeline on the EOBR issue going back to 1990. Wow. I didn't even know the technology was available 22 years ago. The rule is officially vacated today, the result of a court order, and a victory for the Owner Operators and Independent Drivers Association (OOIDA, publishers of Land Line.) Today's news coverage, however, makes it clear that the FMCSA still intends to amend the rule to make EOBRs mandatory for all commercial vehicles, not only for those who have a history of non-compliance. Plus, the U.S. Senate included an EOBR mandate in its version of the recent transportation bill, although it is not mentioned (yet) in the version under consideration by the House of Representatives. Industry groups insist that EOBRs are burdensome and lead to an unwarranted invasion of drivers' privacy. FMCSA insists the devices are necessary to promote safety. What do you think? Rail Traffic Reports Inconsistent in February

AAR Reports Mixed Results for February Rail Traffic
The Association of American Railroads (AAR) yesterday reported U.S. rail carloads originated in February 2012 totaled 1,410,992, down 27,555 carloads or 1.9 percent, compared with February 2011. Intermodal volume in February 2012 was 1,122,458 containers and trailers, up 26,284 units or 2.4 percent compared with February 2011. February’s average of 224,492 intermodal units per week was the third highest ever for a February for U.S. railroads.

The AAR also reported mixed weekly rail traffic for the week ending March 3, 2012, with U.S. railroads originating 283,312 carloads, down 6.2 percent compared with the same week last year. Intermodal volume for the week totaled 227,256 trailers and containers, up 6 percent compared with the same week last year.
